Why does by central heating boiler stay on?

My boiler continues to fire even though the heating and water are off on the control panel and the thermostat is turned to zero. The radiators are hot. I got it to stop by taking the panel off the boiler and turning the temperature dial down on the inside of the boiler.

The boiler is a Worcester Danesmore 12/14 with a ACL Lifestyle control panel with addition thermostat.
Any ideas?

If the heating and hot water circuits are controlled with motorised zone valves then there is the chance that the heating valve has jammed in the ‘on position.

why does my central heating boiler sound like a kettle then switch off after a few minutes?

If your system is any thing like mine the thermostat will be battery powered. Check to see if the battery has gone flat.

It could be that you have a "frost stat" fitted, and this is the additional thermostat that you have mentioned.
If it is, it will be marked starting with a minus symbol say -5 and will possibly go up to 15 or so (All Centigrade)
    Turn it down to 5..

There may also be an additional Frost Stat, as already suggested but I would have a good look at the room thermostat first of all. You can also turn the boiler off at its electrical outlet point.
