Would suggest that your system has lost pressure.
Please go to the following website for further information on refilling www.diyenergysavings.co.uk
References :
It is a safety measure to stop the heat exchanger from getting damaged. If the water preuure is low, then top it up to 1 or 2 bar. Under the boiler, there should be a filler loop which is a flexible pipe. Open the tap on this pipe and watch the water pressure rise on the water gauge, When it is up to the presure I mentioned, turn off the tap, and start the boiler up.
References :
Plumber.

It's to protect the circulator pump and the boiler from damage.

Why not just fill the system to the proper levels and not worry about it?

12psi + 6psi for each floor above the 1st floor.
