Your peerless boiler is making domestic hot water from an internal coil. An aqua stat if operating correctly safely controls the temperature of your hot water and this electrical control can be adjusted to maintain the demand for hot water.
i am NOT a heating expert. however it sounds as though the valve which allows hot water (shower sink etc) is not functioning. many of these valves are "anti scald" valves. if yours is such it needs to be "reset. in this case i recommend a boiler repair contractor.
1 get a few estimates. many people are cheaper than others.
2 know their "service call" fees up front.
3 do business ONLY with a licensed and reputable company.
